The cabinet will meet this week on amendments to the restriction levels.
The latest information comes after TimesLive reported on Wednesday morning that South Africa could possibly move to a level 2 restriction before the end of the week.
The news agency reported this morning that they had obtained information from sources claiming that a forum, consisting of directors of the national departments, had tabled the proposal to the national command council on Sunday.
The proposal apparently involves opening up more sectors of the economy.
If their proposal is accepted by the command council and it enjoys the support of the cabinet, Pres. Cyril Ramaphosa has to make the announcement.
News24 reports proposals have also been made for the government to lift the ban on alcohol and tobacco.
The trade union Cosatu, meanwhile, said they would make a submission to Ramaphosa on Thursday that the alcohol ban should be lifted, although strict restrictions on alcohol sales should still apply.
Cosatu expects Ramaphosa to address the nation later this week.
